L'initiative a la teneur suivante:

La constitution fédérale est complétée comme il suit:

Art 36^quater (nouveau)

¹Le réseau routier suisse ouvert au public et généralement accessible au trafic motorisé ne doit pas dépasser sa superficie totale relevée au 30 avril 1986.

²Des nouvelles routes ou extensions de routes ne peuvent être réalisées que si des surfaces équivalentes du réseau routier suisse ouvert au public et généralement accessible au trafic motorisé sont réaffectées à d'autres fins dans la même région.

³Les cantons peuvent accorder une dérogation dans les cas suivants:

Lorsqu'une région à habitat dispersé se trouve dans une situation intolérable en raison d'une desserte insuffisante et qu'aucune solution de rechange ne peut être envisagée;
Lorsque l'abandon d'un projet de route ou d'autoroute rend nécessaire des travaux d'adaptation au réseau routier.

⁴Sont réservées les dispositions édictées par les cantons et les communes concernant la participation des électeurs aux décisions en matière de construction routière.
