L'initiative populaire a la teneur suivante:

La constitution fédérale est complétée comme il suit:

Art. 24^quinquies, 3^e à 5^e al. (nouveaux)

³Aucune installation nouvelle productrice d'énergie atomique ni aucune installation de traitement de combustibles nucléaires ne seront mises en exploitation en Suisse. L'équipement des installations existantes ne sera pas renouvelé. Ces installations seront désaffectées le plus rapidement possible.

⁴Pour assurer un approvisionnement suffisant en électricité, la Confédération et les cantons pourvoient à ce que l'énergie électrique soit économisée, mieux utilisée et produite de manière à respecter l'environnement. La construction de nouveaux ouvrages de production d'électricité ne doit pas porter atteinte aux cours d'eau et lacs naturels ni aux paysages dignes d'être protégés.

⁵Dans le même but, la Confédération encourage la recherche, le développement et l'exploitation d'installations productrices d'énergie décentralisées et respectueuses de l'environnement.
