L'initiative populaire a la teneur suivante:

Les dispositions transitoires de la constitution fédérale sont complétées comme suit:

Art. 24 (nouveau)

¹Un dimanche par saison, la population peut librement disposer, de 04.00 à 24.00 heures, de toutes les places et voies publiques, routes nationales comprises, qui seront fermées au trafic motorisé privé. Les transports publics sont assurés.

²Le Conseil fédéral fixe par voie d'ordonnance, dans un délai de neuf mois, les dispositions d'exécution et les dérogations à prévoir dans l'intérêt public.

³Ces dispositions transitoires sont valables pour quatre ans à compter du premier dimanche sans voitures. Au cours de la quatrième année qui suit, le peuple et les cantons se prononcent sur le maintien, pour une durée illimitée, des alinéas 1 et 2 dans la constitution sous la forme d'un article 116^ter.
