Les dispositions transitoires de la constitution fédérale sont complétées comme suit:
Art. 26 (nouveau)
La route nationale A1 est élargie à six voies sur tout le tronçon Zurich - Berne. Le tronçon entre l'échangeur de Härkingen et celui de Wiggertal est élargi en priorité.
