La Constitution fédérale du 18 avril 1999 est modifiée comme suit:
Art. 117, al. 2 et 3 (nouveau)
2Elle peut déclarer l'assurance-accidents obligatoire, de manière générale ou pour certaines catégories de personnes.
3L'assurance-maladie ne peut être déclarée obligatoire.
