L'initiative populaire a la teneur suivante:

Les dispositions transitoires de la Constitution fédérale du 18 avril 1999 sont modifiées comme suit :

Art. 197, ch. 2 (nouveau)

2. Disposition transitoire ad art. 120 (Génie génétique dans le domaine non humain)

L'agriculture suisse n'utilise pas d'organismes génétiquement modifiés durant les cinq ans qui suivent l'adoption de la présente disposition constitutionnelle. Ne pourront en particulier être importés ni mis en circulation :

les plantes, les parties de plantes et les semences génétiquement modifiées qui peuvent se reproduire et sont destinées à être utilisées dans l'environnement à des fins agricoles, horticoles ou forestières;
les animaux génétiquement modifiés destinés à la production d'aliments et d'autres produits agricoles.
