L'initiative populaire a la teneur suivante:

La Constitution fédérale est modifiée comme suit:

Art. 105a (nouveau) Chanvre

1 Consommer des substances psychoactives du chanvre, en posséder ou en acquérir pour son propre usage n’est pas punissable.

2 Cultiver du chanvre psychoactif pour son propre usage n’est pas punissable.

3 La Confédération édicte des prescriptions concernant la culture, la production, l’importation, l’exportation et le commerce des substances psychoactives du chanvre.

4 Elle prend des mesures appropriées afin qu’il soit tenu compte de la protection de la jeunesse. La publicité pour les substances psychoactives du chanvre ou pour l’emploi de telles substances est interdite.
