L’initiative populaire fédérale a la teneur suivante :

La Constitution fédérale du 18 avril 1999 est modifiée comme suit :

Art. 80, al. 4 et 5 (nouveaux)

⁴ La Confédération édicte des dispositions sur la protection des animaux en tant qu'êtres vivants doués de sensations.

⁵ En cas de procédures pénales motivées par des mauvais traitements envers des animaux ou par d'autres violations de la législation sur la protection des animaux, un avocat de la protection des animaux défendra les intérêts des animaux maltraités. Plusieurs cantons peuvent désigner un avocat de la protection des animaux commun.
