Initiative text
L'initiative est rédigée comme il suit:
Art. 3lsexies
1. La Confédération prend, avec le concours des cantons, des mesures pour empêcher une hausse injustifiée des prix des immeubles, pour prévenir la pénurie de logements et pour favoriser l'aménagement du territoire sur le plan national, régional et local, dans l'intérêt de la santé publique et de l'économie du pays.
2. Pour atteindre ces buts, la Confédération et les cantons peuvent exercer un droit de préemption en cas de vente d'immeuble entre particuliers, ainsi qu'exproprier des immeubles moyennant indemnité.
3.La loi, qui devra être édictée dans les trois ans dès l'adoption du présent article, réglera les détails.
