L'initiative populaire demande que la constitution fédérale soit complétée par l'insertion de la disposition ci-après:
Art. 37bis, 3e al.
3La Confédération instituera, par la voie de la législation, une assurance fédérale pour la couverture de la responsabilité civile des détenteurs de véhicules à moteur et de cycles.
