L'initiative a la teneur suivante:

La constitution fédérale est complétée comme il suit:

Dispositions transitoires art. 19 (nouveau)

Durant les dix ans suivant l'acceptation par le peuple et les cantons de la présente disposition transitoire, aucune autorisation générale ni autorisation de construire, de mise en service ou d'exploiter au sens du droit fédéral, ne sera accordée pour de nouvelles installations destinées à la production d'énergie atomique (centrales nucléaires ou réacteurs servant à la production de chaleur). Sont considérées comme nouvelles les installations de ce type pour lesquelles l'autorisation de construire prévue par le droit fédéral n'a pas été accordée avant le 30 septembre 1986.
