Note: Titre initial: "Négociations d'adhésion à la CE, que le peuple décide". Mais depuis le dépôt de l'initiative, la "Communauté européenne (CE) est devenue l'Union européenne (UE)". Ainsi le Conseil national et le Conseil des Etats ont décidé le 20 mars et le 5 juin 1996 d'adapter le texte en conséquence.

Les dispositions transitoires de la Constitution fédérale sont complétées comme il suit:

Dispositions transitoires art. 20 (nouveau)

¹Toutes les négociations entamées, avant le vote du peuple et des cantons sur l'initiative populaire fédérale “Négociations d'adhésion à la CE: que le peuple décide!”, en vue d'une adhésion de la Suisse à la Communauté européenne (CE) sont rompues.

²De nouvelles négociations ne peuvent être entamées sans l'accord du peuple et des cantons.
