L'initiative populaire a la teneur suivante:

La constitution fédérale est complétée comme il suit:

Art. 34^quater, 8^e al. (nouveau)

⁸Le droit à la rente de vieillesse est reconnu dès l'âge de 62 ans révolus. La loi fixe l'âge auquel la rente est versée en cas de poursuite de l'activité lucrative et règle le droit à une rente partielle lorsque l'activité est abandonnée en partie. La loi peut abaisser l'âge ouvrant droit à la rente et prévoir, à certaines conditions, la perception anticipée de celle-ci.

Les dispositions transitoires de la constitution fédérale sont complétées comme il suit:

Art. 23 (nouveau)

Si l'Assemblée fédérale n'édicte pas la législation correspondante dans les cinq ans suivant l'acceptation de l'article 34^quater, 8^e alinéa, le Conseil fédéral arrête les dispositions d'exécution nécessaires.
