L'initiative a la teneur suivante:

I
La constitution fédérale est complétée comme suit:
Art. 37^bis, 3^e al. (nouveau)
La vitesse maximale générale autorisée à l'intérieur des localités est de 30 km/h. L'autorité compétente peut accorder des dérogations dans les cas justifiés. Elle peut en particulier relever la vitesse maximale sur les routes principales pour autant que la sécurité des usagers de la route et la protection des riverains, notamment contre le bruit, soient respectées.
II
Les dispositions transitoires de la constitution fédérale sont complétées comme suit:
Art. 24 (nouveau)
Dans l'année qui suit l'acceptation par le peuple et par les cantons de l'article 37^bis, 3^e alinéa, les autorités compétentes édictent les dispositions d'application nécessaires et ordonnent l'introduction des vitesses maximales à l'intérieur des localités.
