La constitution fédérale est complétée comme suit:
Art. 114bis, 6e al. (nouveau)
6En cas de contestations de droit administratif, dans le champ d'application des articles 22quater, 24sexies et 24septies, la cour administrative fédérale n'admet pas le droit de recours des associations, à moins que celles-ci ne soient personnellement atteintes par la décision attaquée.
