La Constitution fédérale du 18 avril 1999 est modifiée comme suit:

Art. 140, al. 1, let. d (nouvelle)

¹Sont soumis au vote du peuple et des cantons:

d. les traités internationaux qui:

entraînent une unification multilatérale du droit dans des domaines importants;
obligent la Suisse à reprendre de futures dispositions fixant des règles de droit dans des domaines importants;
délèguent des compétences juridictionnelles à des institutions étrangères ou internationales dans des domaines importants;
entraînent de nouvelles dépenses uniques de plus d’un milliard de francs, ou de nouvelles dépenses récurrentes de plus de 100 millions de francs.
