La Constitution est modifiée comme suit:
Art. 58, al. 4 (nouveau)
4Le Conseil fédéral décide des engagements réels de l’armée qui sont destinés à être mis en œuvre en Suisse ou à l’étranger avec des munitions de guerre. La décision d’engagement est mise aux voix en présence de tous les membres du Conseil fédéral. Elle est adoptée si elle recueille cinq voix. La procédure est secrète et fait l’objet d’un procès-verbal.
