Initiative text

L'initiative populaire a la teneur suivante:

La Constitution fédérale du 18 avril 1999 est modifiée comme suit:

Art. 99, al. 4

⁴Le bénéfice net de la Banque nationale est versé au fonds de compensation de l'assurance-vieillesse et survivants, sauf une part annuelle d'un milliard de francs qui est versée aux cantons. La loi peut prévoir une indexation de ce montant.

Les dispositions transitoires de la Constitution fédérale sont complétées comme suit:

Art. 197 (nouveau)

1. Disposition transitoire ad art. 99, al. 4 (nouvelle)

L'art. 99, al. 4, entre en vigueur au plus tard deux ans après son acceptation par le peuple et les cantons. Si les adaptations législatives ne sont pas intervenues à cette date, le Conseil fédéral édicte les dispositions d'exécution.
