La Constitution1 est modifiée comme suit :
Art. 83, al. 3 à 6 (nouveaux)
3 La Confédération veille à ce que la capacité des routes nationales soit adaptée à l’augmentation du volume du trafic par un développement approprié.
4 Les tronçons de route nationale suivants comprennent au moins six voies :
Genève – Lausanne ;
Berne – triangle Zurich-Nord ;
Winterthour-Töss – Winterthour Est.
5 Le tunnel routier du Saint-Gothard comprend au moins quatre voies.
6 En matière d’aménagement du réseau de routes nationales, le droit de recours des organisations est exclu.
